One secure portal for law enforcement evidence requests
CLERS connects officers, investigators, and prosecutors with the companies that hold the evidence they need. Video, records, and digital data travel through one verified, fully audited channel. No more fax numbers, unanswered emails, or lost subpoenas.
Everything on the record
Verified Officers Only
Every requester confirms their agency email with a one-time code before a request is created. Personal email providers are turned away, and .gov addresses are flagged verified-preferred.
Tamper-Evident Audit Trail
Every view, message, status change, and download is written to a hash-chained audit log. When you need it for court, export a chain-of-custody certificate in one click.
Urgency-Aware SLAs
Emergency requests page the on-call contact by text right away. Every request carries a due date based on its urgency level, from 1 to 10.
Built-In Secure Messaging
Officers and companies talk on the request itself. The thread stays private, logged, and attached to the case record instead of scattered across inboxes.
Share With Your Team
Bring in the DA, prosecutors, or fellow investigators when you need them. Access is revocable and expiring, and each person verifies with their own code.
Evidence Media Browser
Companies deliver files directly through CLERS with SHA-256 hashes, virus scanning, and expiring download links, all organized in a media library.
Built to federal security standards
CLERS handles criminal-justice information, so every layer of the system is built to the standards that govern that data: identity, transport, storage, and audit.
CJIS Security Policy
Aligned with FBI CJIS Security Policy v5.9 controls for access, advanced authentication, auditing, and encryption.
FIPS 140-3 Encryption
Your data is encrypted in transit with TLS 1.3 and at rest with AES-256, on FIPS-validated modules.
SOC 2 Type II
An independent auditor reviews our security, availability, and confidentiality controls every year.
Verified Identity
A one-time code verifies every request, and consoles sign in with TOTP multi-factor authentication.
Chain of Custody
A hash-chained log records every view, message, and download. Export it as a certificate whenever you need proof.
U.S. Data Residency
All evidence is stored and processed in U.S. data centers, virus-scanned, and hashed with SHA-256.
How it works
The company registers its request page
Each company or property gets a public page at clers.com/company_name with its evidence policy, custodian contact, and legal service address.
An officer submits and verifies
The officer fills out one form covering agency, ORI, case number, legal process, and urgency, then confirms their agency email with a one-time code. Only then is the request created.
The company reviews and responds
Accept, request more information, or require a subpoena or warrant. Deliver evidence as secure download links or direct uploads.
Confirmed complete, on the record
The officer confirms receipt or asks for more. The full exchange, including files, hashes, messages, and downloads, is preserved in the audit trail.
